Revised SOP for Migration of NPS Pensioners to OPS on Death or Disability

The Central Pension Accounting Office (CPAO) has issued a revised Standard Operating Procedure (SOP) to make it easier for legacy NPS pensioners to migrate to the Old Pension Scheme (OPS) in the event of a government servant's death or disability. This new procedure supersedes the previous instructions issued on 17.09.2025 to resolve processing challenges.

Important Details

Department: Central Pension Accounting Office (CPAO), Ministry of Finance

Order/OM Number: No. CPAO/IT&Tech/NPS to OPS/22 Vol-V/2026-27/12612/124

Date: 19.10.2026

Subject: Revised Standard Operating Procedure (SOP) for migration of NPS pensioners on death/disability of Government Servants

Applicable To: NPS Pensioners/Family Pensioners affected by death or disability of Government Servants

Main Provisions and What Has Changed

  • Regularization of Provisional Payments: Provisional Pension Payment Orders (PPPOs) must be regularized, and regular Pension Payment Orders (PPOs) will be issued by the respective Pay and Accounts Offices (PAOs) under the CCS (Implementation of NPS) Rules, 2021.
  • Seamless Internal Processing: The CPAO will initiate the process by sending scanned copies of the PPPO to the PAO. The Head of Office (HoO) will then forward the Service Book and relevant documents to the PAO.
  • New PPO Issuance: The PAO will generate a new PPO number that will also bear the old PPPO number and the PRAN.
  • Pension Transfer to Banks: Once verified, the CPAO will send the new PPO and Special Seal Authority (SSA) to the Central Pension Processing Centre (CPPC) of the bank, ensuring there is no disruption in pension payments and avoiding double payments.

Important Points Employees & Pensioners Should Know

  • Receiving the New PPO: Your pension paying bank branch (PAHB) will hand over the new PPO to you once it is processed.
  • Returning the Old PPPO: Pensioners are required to return the old PPPO copy to the bank upon receiving the new PPO.
  • Life Certificate: Pensioners must continue to submit their Annual Life Certificate to the bank every year in the month of November, as per the guidelines of DoP&PW.
