Main Provisions & What Has Changed
1. Relief from Recovery of Excess Payments (Ministry of Finance)
- Historically, excess payments made to employees due to incorrect pay fixation, increments, or ACP/MACP benefits were often detected only when they were on the verge of retirement.
- To prevent this, all pay fixation orders must now be audited by the Internal Audit Wing or Pay & Accounts Office within three months of issue, or by the end of the Financial Year.
- A mandatory formal certificate confirming the correctness of pay fixation will be issued by the concerned authorities.
- Once this "Certificate of Correctness of Pay" is issued, no recovery of any nature will be made from the employee for the period covered by the certificate.
- Any financial loss to the exchequer due to wrong fixation will instead be recovered from the office that approved the erroneous certificate.
2. Enhancement of EPFO Wage Ceiling (Ministry of Labour & Employment)
- The Union Cabinet has approved increasing the statutory wage ceiling for mandatory coverage under the Employees' Provident Fund Organisation (EPFO).
- The ceiling has been enhanced from ₹15,000 to ₹25,000 per month.
- Employees earning between ₹15,000 and ₹25,000 will now transition to guaranteed statutory protection.
- This includes access to provident fund savings, pension eligibility under the Employees' Pension Scheme (EPS), and life insurance through EDLI.
Important Points Employees Should Know
- For employees due to retire within the next four years, their service books, pay fixation orders, and qualifying service will be comprehensively reviewed on priority.
- A final verification of service records and emoluments will mandatorily be carried out 48 months before the time of retirement.
- Deficiencies noticed in service records must be rectified immediately.
