  • Compliance: The concerned offices must ensure that all applicable DoP&T provisions and Para 297 of OM Part-I are followed.

  • Incomplete Forms: Any proposal that does not meet the prescribed requirements or has incomplete details will be returned without being actioned.
  • Existing Rules Apply: This circular simply ensures a uniform submission process for Vigilance Clearance. It does not remove or change any existing DoP&T, Ministry of External Affairs (MEA), or other government instructions relating to passports or foreign travel.
  • Mandatory Undertaking: When proceeding on a private visit abroad, the applicant must sign an undertaking (under Para 297 of OM Part-I) stating they will not participate in anti-Government activities and will not overstay their sanctioned leave period.
  • Conduct Rules: The employee remains subject to the Government Servants Conduct Rules while abroad, and any breach will result in disciplinary action.
