Main Provisions & What Has Changed
1. Confirmation of Common Cadre Officers
According to the confirmation_of_cco.pdf file, CSIR noted that at least one Common Cadre Officer has not yet been confirmed in service. To resolve this, the following actions are mandated:
- All CSIR laboratories and institutes must review their records to identify any Common Cadre Officers directly recruited to the post of Section Officer prior to CASE-2023 whose confirmation is still pending.
- For any such officer, the concerned institute must submit requisite information using a prescribed proforma.
- The required details include medical fitness, probation completion status, caste certificate verification, and clearance of any vigilance or criminal cases.
- Deadline: This information, along with supporting documents, must be submitted by 21 October 2026.
2. Review DPCs for Promotions
A separate order outlines Review DPCs tentatively scheduled for 17 November 2026:
- Retrospective Promotion: A review DPC will assess Shri Mahendra Singh for the post of DS/COA for Vacancy Year 2022, following his notional promotion to US/AO which changed his seniority.
- APAR Upgradation: Another review DPC will assess Shri Abhishek Chandra for the post of US/AO for Vacancy Year 2021 due to a retrospective upgradation of his APAR grading.
- Deadline: Any representations regarding these tentative DPC details must be sent to ccoe1.hqrs@csir.res.in by 21 October 2026.
Important Points Employees Should Know
- If you were directly recruited as a Section Officer before CASE-2023 and are unconfirmed, ensure your administration processes your file immediately.
- The prescribed proforma requires verifying character, antecedents, and educational criteria at the time of initial appointment.
- Representations submitted after the strict deadlines will not be entertained by the CSIR headquarters.
