Introduction
The Government of India has issued a clarification allowing an advance payment for Central Government employees with disabilities to purchase prescribed aid and assistive devices. This decision is aimed at providing timely reasonable accommodation to such employees.
Important Details
Department: Department of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Social Justice and Empowerment / CSIR
Order/OM Number: No. P-12015/1/2025-Policy (Forwarded by CSIR OM No.: 5-1(39)/2008-PD)

Subject: Clarification regarding sanction of advance for procurement of prescribed aid/assistive devices.
Applicable To: Central Government Employees with disabilities (including CSIR employees).
Main Provisions & What Has Changed
Previously, as per an earlier OM dated 22.09.2025, aids and assistive devices were provided either on a reimbursement basis or were directly purchased by the Department within a limit of ₹10 lakh every three years. However, the procedure did not clearly specify how to grant an advance if an employee requested it.
To facilitate the timely provision of these devices, the Department has now clarified that there is no objection to allowing an advance payment for purchasing these assistive devices.
Eligibility, Benefits & Limits
- Advance Allowed: Ministries/Departments can now limit the quantum of advance to 80% of the estimated cost of the prescribed device.
- Overall Ceiling: The total limit remains ₹10 lakh every three years.
- Recovery of Excess: Any excess amount of the advance paid must be recovered or adjusted according to applicable financial rules and procedures.
Important Points Employees Should Know
- This facility ensures that employees do not have to bear the full initial cost out of pocket while waiting for reimbursement.
- Employees must adhere to the other conditions stipulated in the previous O.M. dated 22.09.2025.
