DoPT Circular: Nomination of Area Welfare Officers (AWOs) for 2027 and 2028
The Department of Personnel & Training (DoPT), Welfare Division, issued a circular on 9th September 2026 regarding the nomination of Area Welfare Officers (AWOs) for residential colonies in and outside Delhi. The purpose of these officers is to serve as a vital link between Central Government employees and various civic agencies. Applications are invited from willing Gazetted Officers for the calendar years 2027 and 2028.

Main Details & Functions
Area Welfare Officers play a crucial role in maintaining harmony and ensuring proper civic services in residential colonies. Some of their primary functions include acting as a liaison between residents and CGHS dispensaries, municipal authorities, local police, and CPWD. They also mediate neighborly or family disputes and help in resolving issues related to water, electricity, street lighting, and school admissions.
To facilitate these duties, the Government provides AWOs with specific allowances. They are entitled to use office stationery and service postage stamps. Furthermore, they are allowed to leave their office with prior permission to meet with civic and police authorities.
Important Eligibility Conditions
- The applicant must be a resident of the area applied for, and the area (including adjacent areas) must have at least 300 residing Government Employees.
- The officer must not be an office bearer of any Central Government Residents Welfare Association (RWA) or Employees Association.
- The applicant should not be retiring within two years of appointment (i.e., must serve the full term before 31.12.2028).
- The applicant must possess sound health and should not be a controversial person.
- RWAs are not permitted to nominate any names for AWOs.
