Urgent CGDA Update: Mandatory e-HRMS 2.0 Onboarding for Defence Accounts Department

Circular No: AN-I/1323Misc/Vol-II
Date of Issue: 07.07.2026
Issued By: Controller General of Defence Accounts (CGDA)
Subject: Implementation of e-HRMS 2.0 in the Defence Accounts Department

Introduction

The Controller General of Defence Accounts (CGDA) has issued an urgent circular regarding the mandatory implementation of the e-HRMS 2.0 portal for all personnel within the Defence Accounts Department. Despite previous directives, a significant number of Indian Defence Accounts Service (IDAS) Officers remain either partially registered or completely missing from the platform. Because e-HRMS 2.0 serves as the single centralized source for personnel management across the Government of India, ensuring all data is complete and up to date is essential.

Key Highlights

  • Mission Mode Execution: All field offices must complete the registration and profile updates immediately in "Mission Mode".
  • Strict Deadline: The entire process must be finalized by 09.07.2026.
  • Universal Application: This directive applies to all IDAS Officers, including those posted in the IFA set-up and officers at the Senior Administrative Grade (SAG) level and above.

Detailed Summary & Important Action Points

The competent authority has mandated a 100% onboarding rate. The respective Principal Controllers (PCsDA) and Controllers (CSDA) have been instructed to personally monitor the progress of this exercise to ensure completion within the stipulated timeframe.

  • For Partially Onboarded Officers: Individuals who are registered but have missing information must verify, update, and validate their mandatory details. This includes uploading a recent photograph and updating personal details, family details, service records, and cadre particulars.
  • For Non-Onboarded Officers: Immediate action must be taken to create their profiles on the e-HRMS 2.0 platform, ensuring all entered details are accurate and comprehensive.
  • For SAG Level & Above: Senior IDAS Officers (SAG level and above) must also complete their profiles by the July 9 deadline, regardless of their posting location. Their records will be explicitly verified and validated at the Headquarters by the Nodal Officer, "CGDA HQrs Group 'A'".
  • Reporting Requirements: A final compliance report detailing the number of onboarded officers versus the total strength of IDAS Officers must be emailed to an1-pinklist.cgda@nic.in on or before 3:00 PM on 09.07.2026.

Conclusion

The successful and timely integration of all IDAS Officers into the e-HRMS 2.0 system is critical for maintaining accurate service records across the Central Government. All concerned officers, Principal Controllers, and monitoring authorities must act swiftly to meet the strict July 9, 2026 deadline and avoid compliance issues.
