2. Strict Timelines for Disciplinary Proceedings & Revised Honorariums

The Central Vigilance Commission (CVC) and the Department of Personnel & Training (DoPT) have noted with concern that disciplinary proceedings are often subjected to inordinate delays, which compromises the principles of natural justice. To address this, updated guidelines have been circulated to ensure cases are brought to a logical conclusion within reasonable timeframes.

Crucial Timelines to Remember

  • Major Penalty Conclusion: Must be completed and final orders passed within 18 months from the date the charge-sheet is delivered to the government servant.
  • Inquiry Officer (IO) Report: The IO must submit their report within 6 months (180 days) of appointment.
  • Representation of Charged Officer: The charged officer is given 15 days to submit a written representation upon receiving the Inquiry Report or UPSC advice.
  • UPSC Single Window: To prevent delays, a single-window system is active for the UPSC, reducing the advisory phase to roughly 4 to 6 months.

Revised Honorarium Rates for IOs and POs

To incentivize timely completions, DoPT has revised the honorariums paid to Inquiry Officers (IO) and Presenting Officers (PO).

Serving Officers Inquiry Officer (IO) 15% of monthly basic pay drawn.
Serving Officers Presenting Officer (PO) 10% of monthly basic pay drawn.
Retired Officers Inquiry Officer (IO) Rs. 20,000 to Rs. 40,000 depending on the number of witnesses, plus transport/secretarial allowances.
