ICMR Station Leave Rules 2026: Prior Permission Mandatory for Leaving Headquarters

The Indian Council of Medical Research (ICMR), under the Ministry of Health and Family Welfare, Government of India, has released a crucial Office Memorandum dated July 17, 2026. This order serves as a strict reminder for all Central Government Employees working under ICMR regarding the mandatory requirement of obtaining prior permission before leaving their designated station or headquarters.

Key Highlights of the Order

Official Order No: 16/59/2024-Admn. (Comp. No.:211776)
Date of Issue: 17th July, 2026
Reference: DoPT OM No. 11013/7/04-Estt. (A) Dated 18-05-1994
Core Subject: Strict compliance regarding prior approval for station leave

Detailed Summary of the Circular

It has been observed by the competent authorities that several staff members and officials across ICMR Institutes and Centres have been leaving their headquarters without securing prior approval. This unauthorized absence negatively impacts official work and creates administrative exigencies. To curb this practice and streamline administrative discipline, ICMR has reiterated explicit guidelines originally established by the Department of Personnel and Training (DoPT).

Important Instructions for Central Government Employees

  • Mandatory Prior Approval: No government servant is allowed to leave their station or headquarters without securing explicit written permission from their respective Competent Authority or reporting officer.
  • Applicability During Holidays: This restriction strictly applies even during weekends, closed holidays, and while availing casual leave.
  • Furnishing Contact Details: Whenever an official applies for station leave (or any leave combined with station leave), they must invariably provide their complete contact address and telephone number for the duration of their absence.
  • Protocol for Emergencies: In the event of sudden or unavoidable personal or medical emergencies where taking prior permission is impossible, the employee must immediately intimate their supervisor via electronic media such as e-mail, SMS, or eOffice. The formal application must be submitted immediately upon resuming duty.

Conclusion & Compliance

All Divisional Heads, Directors, and Directors-in-charge of Institutes and Centers have been directed to bring these instructions to the notice of all staff members under their administrative control. Strict adherence to these rules is expected from all officers and staff members to ensure smooth administrative functioning.
