The Government of India is committed to the qualitative and expeditious redressal of grievances of Central government pensioners and family pensioners. To address long-pending issues, the Department of Pension and Pensioners' Welfare (DoPPW), alongside organizations like the Indian Council of Medical Research (ICMR), has officially launched Special Campaign 3.0. This initiative is designed to fast-track the resolution of pension claims and provide relief to super-senior citizens facing hardships due to administrative delays.

The analysis highlighted that delays in payment were higher where claims had initially been filed in physical form or delayed due to administrative oversight. In many of these cases, pensioners only filed grievances after a long gap when they became aware of their rightful dues.

Following these central guidelines, the ICMR has requested its Pension Cell, Division Heads, and Institute Directors to proactively identify eligible long-pending cases. These identified cases must be furnished in a prescribed format to the Administration Section via email (admn.hq@icmr.gov.in) for consolidation and onward submission to DoPPW.

Phased Action Plan

1. Preparatory Phase (July 7 to July 22, 2026)

The primary objective of this phase is to gauge the magnitude of the work required to reduce the incidence of such cases. Departments will conduct housekeeping and identify long-pending physical and online grievances. An end-phase review will be conducted in the fourth week of July 2026.

2. Execution Phase (July 22 to August 18, 2026)

In this phase, active efforts must be made to provide qualitative redressal. Grievances should only be closed on the CPENGRAMS Portal after their conclusive redressal. A mid-phase review is scheduled for the first week of August 2026 to ensure proper supervision and course correction.

Important Issues Targeted Under the Campaign

The campaign specifically prioritizes the following critical pension-related discrepancies:

  • Non-revision of pension as per Modified Assured Career Progression (MACP), Central Pay Commission (CPC), and One Rank One Pension (OROP).
  • Payment of Ordinary Family Pension instead of Extra-Ordinary Family Pension (EOFP) or Liberalized Family Pension (LFP), and non-payment of Ex-gratia compensation or Gallantry Awards to families of martyrs.
  • Non-payment of family pension arrears despite the commencement of the family pension.
  • Non-payment of arrears or dues for want of non-payment certificates from banks following a pension account transfer.
  • Non-payment of additional family pension to the spouse due to a missing Date of Birth in the PPO.
