Detailed Summary of Holiday Rules
1. Rules for Offices Outside Delhi / New Delhi
Offices outside the capital must compulsorily observe these 14 holidays: Republic Day, Independence Day, Mahatma Gandhi's Birthday, Buddha Purnima, Christmas Day, Dussehra (Vijaya Dashmi), Diwali (Deepavali), Good Friday, Guru Nanak's Birthday, Idu'l Fitr, Idu'l Zuha, Mahavir Jayanti, Muharram, and Prophet Mohammad's Birthday (Id-e-Milad).
Additionally, the local Central Government Employees Welfare Coordination Committee (CGEWCC) must select three optional holidays from the following 12 options:
- An Additional Day for Dussehra
- Holi
- Janamashtami (Vaishnav)
- Ram Navami
- Maha Shivratri
- Ganesh Chaturthi / Vinayak Chaturthi
- Makar Sankaranti
- Rath Yatra

2. Modifications Based on Moon-Sighting
Holidays such as Idu'l Fitr, Idu'l Zuha, Muharram, and Id-e-Milad depend on the sighting of the moon. For Delhi offices, changes will be declared by DoPT after consulting the Delhi Police. Outside Delhi, the CGEWCC is authorized to change the date based on State Government decisions. Short-notice changes announced via TV/AIR/Newspapers can be implemented directly by Heads of Departments.
3. Special Provision for Diwali
Diwali falls on Friday, October 29, 2027. In states where it is customary to celebrate a day in advance on "Naraka Chaturdasi Day," Central Government Offices may observe the holiday on that day instead, provided the State Government exclusively declares it as their compulsory Diwali holiday.
4. Establishments, Missions, and Banks
- Industrial & Commercial Establishments: Will observe up to 16 holidays, mandatorily including Republic Day, Independence Day, and Mahatma Gandhi's Birthday.
- Indian Missions Abroad: Have the option to select 10 holidays of their own, provided they include the 3 National Holidays, Dussehra, Guru Nanak's Birthday, Christmas Day, and Id-e-Milad if they fall on non-weekly off days.
- Banks & UTs: Regulated by the Department of Financial Services and Ministry of Home Affairs, respectively.
- Once the 3 optional holidays are chosen for a state, the list becomes uniformly applicable to all Central Government offices in that state and cannot be changed.
- The 9 variable occasions left over (after choosing the 3 optional holidays) must be included in the state's Restricted Holidays list.
- Coordination Committees at State Capitals can draw up a separate list of Restricted Holidays to include local occasions.
