CSIR Discontinues Non-Functional Scale (NFS) for Section Officers & Private Secretaries (2026 Update)
The Council of Scientific & Industrial Research (CSIR) has released an important Office Memorandum on July 3, 2026. This new order officially discontinues the Non-Functional Scale (NFS) previously granted to CSIR Section Officers (SOs) and Private Secretaries (PSs). Following recommendations from the Committee of Secretaries (CoS) and Department of Expenditure (DoE) guidelines, the CSIR has mandated a re-fixation of pay for affected central government employees.
Key Highlights of the Order
- NFS benefit discontinued retrospectively from 01.01.2017.
- Pay of affected serving employees to be re-fixed as of 27.11.2025.
- No recovery will be made from employees for any overpayments.
- Retired employees are completely exempt from this order.
Detailed Summary and Background
Previously, via an order in May 2006, CSIR extended the Non-Functional Scale (Rs. 8000-275-13500/-) to its regular Section Officers upon completion of four years of approved service. This benefit was later extended to Private Secretaries.
After a thorough review in consultation with the Integrated Finance Division (IFD), the Competent Authority has decided to roll back this grant. The discontinuation is effective retrospectively from January 1, 2017.
Important Actions & Employee Protection
- Pay Re-fixation: Serving employees who received the NFS will have their pay re-fixed from the date the benefit was granted, calculated as on November 27, 2025.
- Overpayment Protection: A due-and-drawn statement will be prepared. However, the administration guarantees no recovery will be executed for any overpayments arising from this re-fixation.
- Personal Pay Protection: Any reduction in pay resulting from this adjustment will be protected as Personal Pay under FR 9(23).
- ACP/MACP Benefits: Consequential benefits, including ACP and MACP, will be regulated according to existing government instructions.
Conclusion
This directive brings a significant structural change to the pay scales of CSIR Section Officers and Private Secretaries. Fortunately, the inclusion of "No Recovery" and "Personal Pay Protection" clauses ensures that serving government employees will not face sudden financial hardships. Administrative officers across all CSIR labs and units have been instructed to implement these changes immediately.
