🎓 7th CPC Children Education Allowance (CEA) & Hostel Subsidy: Revised Rates & Rules

Everything Central Government Employees need to know about CEA and Hostel Subsidy claims, updated for 2026.

📢 Latest Update: Corrigendum OM dated 30.06.2026

Because the Dearness Allowance (DA) reached 50%, the limits for Children Education Allowance and Hostel Subsidy have been automatically raised by 25%. To clarify these changes, the Department of Personnel & Training (DoPT) issued a Corrigendum OM on 30th June 2026. This official order formally sets the fixed CEA at ₹2,812.50 per month and the Hostel Subsidy ceiling at ₹8,437.50 per month (or actuals, whichever is lower).

📌 Chapter 1: The Revised Rates (w.e.f 01.01.2024)

The Government provides financial assistance to help with the education and residential schooling of your children. The DoPT has simplified the process by offering fixed rates, meaning you no longer have to calculate based on exact, minor school expenses for CEA.

Category Revised Rate
Normal Children Education Allowance (CEA) Rs. 2,812.50 per month (fixed) per child.
Divyang (Differently Abled) Children CEA Rs. 5,625 per month (fixed).
Hostel Subsidy Rs. 8,437.50 per month, or actual boarding/lodging expenses, whichever is lower.
Special Allowance for Child Care (Women with Disabilities) Rs. 3,750 per month.

🌟 Good News: You can claim BOTH the Hostel Subsidy and the Children Education Allowance at the same time for the same child.

📌 Chapter 2: Who Can Claim & Age Limits

Eligibility: Central Government employees can claim these allowances for their two eldest surviving children. If the second childbirth results in twins or multiple births, or if children are born after a failed sterilization procedure, exceptions to the two-child rule apply. If both spouses work as Government servants, only one parent is allowed to make the claim.

Age Limits: There is no minimum age to start claiming. The allowance is valid until the child reaches 20 years of age or passes the 12th standard, whichever happens first. For Divyang (differently-abled) children, the upper age limit is relaxed to 22 years.

🌊 The Ocean of Answers (Important Rules & FAQ)

Q1: What if my child fails a class? Your claim will not be rejected! The reimbursement has no nexus with the academic performance of the child. Even if a child fails, the CEA/Hostel Subsidy continues. However, if the child passes and is re-admitted to the same class in a different school, you cannot claim it again for that class.
Q2: How often do I submit the claim? Reimbursement is done just once in a financial year, after the financial year is completed.
Q3: My hostel is close to my home. Can I claim the subsidy? No. To claim the Hostel Subsidy, the residential educational institution must be located at least 50 kilometers away from your residence.
Q4: What documents do I need if the school doesn't give a specific certificate? Normally, a certificate from the Head of the Institution confirming enrollment is required. If you cannot get one, you can submit self-attested copies of the report card or fee receipts (including e-receipts) covering the entire academic year.
Q5: Can I claim CEA if my child studies via distance learning? Yes. Children studying through "Correspondence or Distance Learning" are perfectly eligible for CEA subject to standard conditions.
Q6: What happens to the allowance if an employee retires mid-year? In the case of retirement, discharge, or dismissal, the allowance is admissible until the end of the academic year in which the event took place.
