The Department of Posts has issued updated guidelines regarding the Transfer Policy for Postal Engineering and Civil Wing officers. These guidelines supersede earlier policies and incorporate modifications made through memorandums in 2024, 2025, and recently on June 8, 2026.

1. Standard and Special Tenures

  • Standard Tenure: The normal post tenure is uniformly fixed at 3 years, and station tenure is 6 years.
  • Delhi Exception: For officials posted in Delhi, the maximum station tenure is extended to 9 years.
  • Sensitive Posts: Officials working on sensitive posts must not exceed a strict 3-year tenure under any circumstances.
  • Hard Stations: A reduced tenure of 2 years applies to the North East Region, Sikkim, Andaman & Nicobar, Lakshadweep, and J&K (including Ladakh).

2. Posting Preferences and Rotations

  • Choice Stations: Upon completing their normal tenure, officers may request a posting to one of three preferred stations. Priority is given to those returning from hard stations.
  • Rotations: Executive and Assistant Engineers are expected to rotate between field posts and Planning posts once their tenure is complete.
  • Crucial Date: The crucial date for determining tenure completion is September 30th, chosen specifically to align with the start of academic sessions.
  • Special Considerations: Consideration for preferred transfers may be given for spousal postings, differently-abled officials, and the educational/medical needs of children.

3. Transfer & Posting (T&P) Committees

The composition of T&P committees and their approving authorities has been restructured based on the latest 2026 updates. For example:

  • Junior Engineers (JE): Committee chaired by EE; approved by Superintending Engineer (SE).
  • Assistant Engineers (AE): Committee chaired by an SE/JAG level officer; approved by Chief Engineer (CE-I, CE-II, or CE(E)).
  • Chief Engineers (CE): Committee chaired by Member in-charge of Postal Engineering; approved by the Minister-in-Charge.

4. Prohibition of Outside Influence

Warning: The policy strictly reiterates Rule 20 of the CCS Conduct Rules, 1964. Bringing political or external influence (including via family members or MPs) for favorable transfers is viewed seriously and may result in disciplinary action and negative remarks in the official's APAR.
