The Government of India (Controller General of Accounts) has issued a modified protocol for Digital Signature Certificate (DSC) users on the Public Financial Management System (PFMS) platform.
The Core Issue
Previously, payment files signed with a DSC were often sent to banks before the actual DSC enrollment file arrived, resulting in transaction failures or rejections by the bank.
The New Procedure
- For any new or renewed DSC, users must now wait for their bank to explicitly confirm and accept the enrollment before they are allowed to sign any payment files.
- No payment will be processed by PFMS until authentication is received directly from the Bank.
- Banks utilize their own authentication mechanisms; therefore, users are advised to coordinate directly with their respective banks to expedite the confirmation process.
Understanding DSC Enrollment Statuses

| Sent to Bank | The enrollment is currently awaiting confirmation from the bank. During this stage, users cannot digitally sign payment files and are prompted to contact their bank for assistance. |
| Accepted | The bank has successfully approved the DSC enrollment, and the user is now permitted to digitally sign payment files. |
| Rejected | The bank has rejected the DSC. The system will auto-reject the file. The user must take corrective action based on the bank's rejection reasons, re-enroll, and have the Administrator/Pr.AO reassign user limits before resubmitting. |
