Procedure for Representations & References to the O/o CGA

The Office of the Controller General of Accounts (CGA), Ministry of Finance, has issued a reiteration of its guidelines regarding the procedure for submitting representations and references by Central Civil Accounts Service (CCAS) employees. It has been officially observed that employees are bypassing proper administrative channels by sending representations directly to higher authorities within the CGA via post or email. Furthermore, lower accounting offices are often forwarding these references without conducting proper preliminary examinations or verifying facts at their level.
Key Directives
- Strict Routing Through Proper Channels: All representations must strictly be routed through the concerned Pr.CCAs/CCAs/CAs. The O/o CGA will not take cognizance of direct submissions, and addressing representations by name directly to the CGA will be viewed seriously.
- Resolution at Lower Levels: Pr.CCAs/CCAs/CAs are directed to examine and settle representations at their own level in accordance with existing rules from DOPT/DoE/GoI.
- Requirements for Escalation: If specific clarification or direction is required from the CGA, the reference must be sent with a self-contained note detailing verified facts in chronological order, supporting documents, and the explicit views and recommendations of the forwarding office.
- Authorized Signatures: References escalated to the CGA should be signed by an officer of at least the Dy. Controller/Controller of Accounts level to ensure the matter has been properly vetted.
Action Required
Ministries and Departments under the DAO are required to bring these instructions to the notice of all concerned employees for strict compliance to prevent unnecessary references and administrative delays.
