- Registered Intermediaries: Entities already registered with PFRDA can apply independently or partner with FinTech firms.
- Non-Registered FinTechs: Independent entities can also apply, provided they have a minimum audited net worth of ₹10 lakh and their innovation does not handle subscriber funds or sensitive Personal Identifiable Information (PII).
Key Testing Guidelines & Safeguards
- Time Limit: The testing period is generally capped at nine months, though extensions can be requested.
- Subscriber Protection: Participation is strictly voluntary based on informed consent, and users can withdraw at any time without facing penalties.
- Regulatory Relaxations: PFRDA may grant temporary, case-by-case exemptions from certain regulations to facilitate testing. However, strict compliance with core laws like KYC, Anti-Money Laundering (AML), and Data Privacy (DPDP Act) remains mandatory.
- Monitoring: Applicants must submit monthly progress reports, and any security breaches must be reported to the Authority within 24 hours.
Exit and Next Steps
Once the testing phase ends, or if it is terminated early, participants must submit a comprehensive final report to PFRDA within 30 days detailing the outcomes, findings, and resolution of any complaints. Applicants must also maintain testing records for three years and ensure a smooth transition or service discontinuation for participating users.
