Summary: Amendments to CSIR Recruitment Rules for Distinguished Scientists
The Council of Scientific & Industrial Research (CSIR) issued an official memorandum on June 1, 2026, introducing updates to the 'Recruitment Rules, 2008' specifically for the post of Distinguished Scientist. These amendments were approved during the 212th Governing Body (GB) meeting held on February 25, 2026.
1. Restructuring of the Selection Committee (Amendment to Rule 7)
The search-cum-selection committee has been restructured while maintaining a five-member composition. The new structure is as follows:
- Chairperson: The Director General (DG) of CSIR will now serve as the Ex-officio Chairperson.
- Experts: The panel will include three eminent scientists, technologists, or experts. Notably, at least two of these members must be external to CSIR/DSIR.
- Scientific Departments: One of the Secretaries from the Scientific Departments will also be a member.
- Exception for Retired Officials: If the candidate is a retired Secretary to the Government of India, the committee will be chaired by either the Cabinet Secretary, the Principal Scientific Adviser (PSA), or a Member of NITI Aayog. In this scenario, the DG of CSIR will act as the co-chairperson.
2. Updates to Tenure Extension (Amendment to Rule 10)
The process for evaluating the extension of a Distinguished Scientist's tenure has been updated to mirror the new selection committee rules:
- Evaluations for tenure extension will now be handled by a committee featuring the exact same constitution as the updated Rule 7(ii).
- This committee will be constituted by the Vice-President of CSIR, who will also be responsible for accepting its recommendations.
- As before, any proposal to reject the committee's recommendations will require the explicit approval of the President of CSIR.
