Introduction

The Department of Personnel and Training (DoP&T), Government of India, has released the official modalities for the Revamped Trainer Development Program (TDP). This program is a key component of the Restructured Training For All (TFA) Scheme and will be implemented during the XVIth Finance Commission Cycle from FY 2026-27 onwards. The initiative transitions the TDP into a concise, technology-driven, and blended learning model to build a professional cadre of trainers.

Core Objectives

  • To create a structured, certified pool of trainers across Administrative, Central, and other Government Training Institutes for scalable capacity building.
  • To improve the instructional and facilitation skills of civil service trainers using outcome-oriented approaches.
  • To integrate digital learning, e-content, and emerging technologies into the government training ecosystem.
  • To promote contemporary training methods, including blended and experiential learning, as well as Training Needs and Impact Assessments.

Program Structure & Delivery

The program targets serving government employees working as trainers or faculty and operates at three distinct levels: Basic Course, Recognized Trainer Development Program (RTDP), and Master Trainer Development Program (MTDP).

  • Phase I (Online): Participants must complete mandatory e-learning modules via the iGOT platform, which includes training on New Age Technologies.
  • Phase II (In-Person): This involves immersive physical packages conducted within 3 to 6 months of completing the online modules. The packages are:
    • Package-1 (P-1): Focuses on Direct Trainer Skills and Design of Training over 6 days.
    • Package-2 (P-2): Covers Training Needs and Impact Assessments over 3 days (requires completion of P-1).
    • Package-3 (P-3): Focuses on Mentoring and Facilitation Skills over 3 days.
  • Batch Sizes: The ideal batch size is 12 participants. Training Institutes are instructed not to conduct any program with fewer than 9 participants.

Financial Framework

  • Financial assistance is provided on a reimbursement basis.
  • A course fee of ₹5,000 per participant per day is admissible for each conducted package.
  • This consolidated fee covers the boarding and lodging of trainers and trainees, travel allowances, trainer honorariums, and training materials.
  • Trainers are entitled to an honorarium of ₹2,500 per session, capped at ₹10,000 for basic level courses.

Digital Workflow & Certification

  • To ensure transparency and speed, all reimbursement claims and Course Director Reports (CDRs) must be processed digitally via the upgraded TFA/TDP portal.
  • Physical submission of CDRs is no longer required.
  • Participants in P-1 and P-2 must submit project reports within one month of course completion to earn their certificates. P-3 participants receive their certificates immediately at the end of the course.
  • Successful issuance of course certificates is strictly contingent upon participants submitting mandatory online feedback before the closure of the program.
