New Framework for Central Government Land Transfer (May 2026)
On May 5, 2026, the Department of Expenditure under the Ministry of Finance released two landmark Office Memorandums that overhaul the process for transferring and alienating Central Government land. These updates aim to standardize valuation, streamline approvals, and ensure the gainful use of government assets.
1. Amendment to General Financial Rules (GFR), 2017
The government has officially amended Rule 310 of the GFR, 2017. Previously, land transfers were largely governed by "no profit no loss" principles. Under the new amendment, all land transfers and alienations are now regulated by the newly inserted Appendix-7A and Appendix-7B.
2. Key Highlights of the New Guidelines (Appendix-7A)
- Unified Framework: The guidelines provide a consolidated procedure for assessing land needs and executing sales or leases to other government departments, CPSEs, State Governments, or private entities.
- Valuation Authority: The National Land Monetization Corporation (NLMC) has been designated as the primary body to determine land value for these transactions. In some cases, other government entities like the CPWD may also be engaged for valuation.
- Defined Lease Terms: "Long-term lease" is now explicitly defined as 30 years or more, while "Short-term lease" refers to any period less than 30 years.
- Buildings & Structures: Transfer of buildings on the land is treated similarly to the land itself, with valuation based on present-day cost minus depreciation.
3. Pricing and Approving Authorities
The pricing for land transfers is no longer uniform; it depends on the recipient and the purpose of the land use.

4. Important Exemptions
