Draft Amendment: Senior Accounts Officer Recruitment Rules (2026)

The Department of Expenditure proposes to amend the Recruitment Rules (RRs) for the post of Senior Accounts Officer (Level-10 in the Pay Matrix). This draft is currently open for stakeholder comments.

Key Proposal: The recruitment for Senior Accounts Officer vacancies is proposed to be divided into two primary methods: 65% by seniority-based promotion and 35% through a Limited Departmental Competitive Examination (LDCE).

Eligibility Criteria & Recruitment Methods

Method Quota Eligibility Requirements
Promotion (Seniority) 65% Assistant Accounts Officers (Level-8) with 7 years of regular service (including Level-9 service) and completion of mandatory training.
LDCE (UPSC) 35% Assistant Accounts Officers (Level-8) with 4 years of regular service who pass the UPSC examination and complete mandatory training.
Deputation Failing LDCE Central/State Government officers holding analogous posts or those with specified years of service in Level-8 or Level-9.
