Implementation Modalities & Faculty Development Guidelines

Overview of the Scheme

The Department of Personnel and Training (DoP&T) has issued modalities for the restructured Training For All (TFA) Scheme to be implemented during the XVIth Finance Commission Cycle, covering the years 2026-27 to 2030-31. This scheme aims to strengthen the capacity-building efforts of States and Union Territories through various specialized components.

Faculty Development Scheme (FDS)

The FDS has been de-linked from the Trainer Development Program and now operates as an independent component.

  • Objective: To enable faculty, officers, and academic staff of training institutes to acquire competencies in priority thematic areas and emerging technologies.
  • Eligibility: Includes regular or deputation-based government employees in ATIs, CTIs, or Government TIs. Applicants must have at least 4 years of service or 3 years remaining before superannuation.
  • Sponsorship: DoP&T sponsors short-duration courses (up to one week) at premier institutes like IIMs, XLRI, and Government Institutes of Eminence.
  • Funding: The sponsorship ceiling is set at Rs. 1.00 lakh per person, which covers course fees, boarding, and lodging.

Digital Learning Lab (DLL) & Studio Setup

Under the Augmentation of Capacity of Training Institutes (ACTI) component, financial assistance is provided to set up Digital Learning Laboratories to create e-content aligned with Mission Karmayogi.

  • Financial Assistance: A total of Rs. 80 lakh is available per proposal.
  • Funding Split: For North Eastern Region (NER) states, 100% of the cost is borne by DoP&T. For other states, DoP&T reimburses 90% (Rs. 72 lakh), with a 10% matching contribution from the ATI.
  • HR Support: Includes one-time assistance for hiring a Lead Instructional Designer and a Learning Designer for 12 months.

In-Service Training (IST) & e-HRMS

One-week In-Service Training programs are conducted for All India Services and Group 'A' Central Civil Services.

  • Digital Enrollment: Registration for these programs must be done exclusively through the e-HRMS 2.0 portal.
  • Frequency: Officers can typically attend one training program per calendar year.
