Executive Summary
The Department of Personnel and Training (DoP&T) has launched the restructured "Training for All" (TFA) Scheme, effective from April 1, 2026. This flagship initiative is designed to bolster the capacity-building ecosystem across Indian States and Union Territories, aligning with the vision of Viksit Bharat @2047 and Mission Karmayogi.
Eight Key Components of the Scheme
Competency-based training for frontline functionaries on 23 thematic areas.
A blended learning model featuring iGOT e-learning and immersive offline training.
Independent component for the professional growth of ATI and CTI faculty.
Financial support for Digital Learning Labs and e-content creation.
Fostering ethical service delivery (SevaBhav) among field functionaries.
Assistance to improve NSCSTI accreditation scores for training institutes.
Support for Training Needs and Impact Assessments to ensure relevance.
Establishment of domain-specific thematic hubs in six zonal ATIs.
SCTP Modalities & Highlights
- Thematic Focus: Courses revolve around 23 themes, including AI in Governance, Digital Governance, and Agriculture.
- Target Audience: State/UT employees, PRIs, Urban Local Bodies, and frontline workers.
- Revised Funding: Course fee set at ₹3,000 per day per participant.
- Digital Workflow: All claims and reports are processed via the upgraded TFA Portal for a paperless experience.
- Batch Size: Ordinarily between 15 to 30 participants (max 40).
Digital Transformation (TFA Portal)
The newly upgraded TFA Portal replaces physical submissions with a digital workflow. It features dynamic dashboards, digital notice boards, and mandatory online feedback from participants to ensure high-quality training outcomes.
