Mandatory Online Submission of CEA Claims via APT 2.0
The Department of Posts has introduced a digital framework for the submission and processing of Children Education Allowance (CEA) claims. CEPT has developed a new functionality within the Advanced Postal Technology (APT 2.0) system to handle the entire process, including submission, verification, approval, and final payment.
Key Guidelines for Employees
- Online Submission is Mandatory: It is now mandatory for all employees to submit their CEA reimbursement claims online through the APT 2.0 portal.
- Physical Submission Continues: Despite the digital shift, employees are still required to submit physical copies of their claims and supporting documents to their respective Drawing & Disbursing Officer (DDO) or concerned office for verification and record-keeping.
- Standard Format: The existing DoPT-prescribed format for CEA claims must continue to be used for these physical submissions.
Processing Workflow Overview
The Standard Operating Procedure (SOP) outlines a clear, multi-tiered digital workflow:
- Initiation: Employees submit the claim and upload supporting documents via the Employee Self Service module.
- Verification: The designated Pay Verification Authority (such as an Accountant) reviews the request, verifies the eligible amounts, and approves the verification.
- Approval: The Sanctioning Authority then reviews and approves or rejects the verified reimbursement claim.
- Disbursement & Accounting: Once approved, the claim is routed to the DDO for POSB or cheque disbursement. Automated reports, such as the Payroll Account Summary and Budget Block Consumption, are generated for accounting purposes.
