Key Highlights: 25th Annual Meeting of the Defence Accounts Sports Control Board
The Defence Accounts Sports Control Board (DASCB) successfully hosted its 25th Annual Meeting in a hybrid format from Dehradun. Chaired by Shri Vishvajit Sahay, IDAS, CGDA, the session gathered zonal members and sports representatives to discuss strategies for improving departmental sports infrastructure, policies, and athlete welfare.
1. Revamping the Sports Calendar & Introducing New Events
- To streamline tournament organization, the board decided to draft a biennial sports calendar that will be made accessible on the official CGDA website.
- The committee is actively exploring the addition of fresh sporting disciplines, such as Football, Hockey, and Basketball, into the official curriculum.
- Plans are also underway to introduce adventure activities and local marathon events in collaboration with the Armed Forces.
2. Empowering Women in Sports
- Promoting female participation was a focal point of the meeting. Women athletes in attendance were asked to submit a formal, detailed proposal outlining dedicated initiatives, workshops, and fitness programs aimed at encouraging women staff to engage in sports.
3. Athlete Welfare & Administrative Policies
- Transfer Exemptions: The board reviewed suggestions to exempt active sports personnel and match officials from routine transfers to avoid disrupting their sporting commitments and affiliations with state associations. This will be further evaluated alongside broader government transfer rules.
- Cross-Participation: Athletes recruited under specific sports quotas are now officially allowed to participate in alternative sporting events, provided they maintain focus on the sport for which they were primarily hired.
- Age Categories: To foster fair competition, the board agreed to introduce a new separate age category for participants aged 45 and above in future tournaments.
- Active Personnel Criteria: The definition of an "active sports person" is being expanded to officially include match officials like umpires and referees.
4. Infrastructure & Financial Enhancements
- Zonal members were directed to identify and upgrade physical recreation facilities, including both indoor and outdoor grounds, within departmental residential complexes and training centers.
- Discussions were held regarding the creation of a Standard Operating Procedure (SOP) to ensure smoother financial management and timely advance fund allocations for central sports activities.
5. Branding & Recognition
- A newly designed DASCB logo was unveiled during the session. The Chairperson directed that this new emblem be featured on all official sports kits and formal correspondence moving forward.
- While national honors already exist, Controller Offices have been encouraged to institute regional mechanisms to recognize outstanding sporting performances.
