Understanding SAMPATI: The New e-Asset Register for Civil Ministries

For a government organization to function efficiently, keeping track of its assets is critical. To address this, the Office of the Controller General of Accounts (CGA) under the Ministry of Finance has introduced SAMPATI (System for Asset Monitoring, Presentation and Tracking e-Asset Register).

Why SAMPATI?

Historically, the government's cash basis of accounting only disclosed capital expenditure without keeping comprehensive track of the actual fixed assets. Heritage sites, intangible assets, and leased items were often left out, and there was no proper separation for Capital Works-in-Progress (CWIP). SAMPATI resolves this by providing a transaction-linked digital register that offers real-time visibility into an organization’s portfolio.

Key Highlights of the Guidelines

  • Standardized Classification: Fixed Assets will be strictly classified according to Rule 8 of the Delegation of Financial Powers Rules, 2024 (DFPR). The system supports 12 broad categories including Land, Buildings, Motor Vehicles, and Intangible Assets.
  • Clear Recognition & Measurement: Assets should be measured at their historical cost. Interestingly, for assets like heritage properties or donated items where the exact cost is un-ascertainable, they will be recorded at a nominal value of ₹1.
  • CWIP Tracking: Expenditures on projects currently under construction will be recorded under CWIP. Once the project is ready for its intended use, the cost will be transferred to the completed asset category.
  • De-recognition: The system sets clear rules for removing assets from the register when they are sold, transferred, dismantled due to obsolescence, or lost in natural calamities.
  • Legacy Assets: Legacy fixed assets with future economic benefits will be physically verified and updated in the portal, with a specific threshold set at ₹2 Lakhs for separate depiction at the ministry level.

This initiative represents a significant leap towards informed decision-making, proactive maintenance, and preventing the misappropriation of government property.
