Summary: India's Nationally Determined Contribution (NDC) Guidelines 2031-35
The Council of Scientific and Industrial Research (CSIR) recently circulated an important directive from the Ministry of Environment, Forest & Climate Change (MoEFCC) regarding India's upcoming climate action plans. On March 25, 2026, the Union Cabinet officially approved India's Nationally Determined Contribution (NDC) for the period of 2031-2035.
Vision and Long-Term Goals
The updated NDC is strategically guided by the vision of "Viksit Bharat" (Developed India). It represents a crucial stepping stone toward the country's long-term commitment to achieving net-zero emissions by the year 2070.
Core Quantitative Targets by 2035
The government has established three primary quantitative targets to be achieved by 2035, using 2005 as the baseline:
- Emissions Reduction: A commitment to reduce the emissions intensity of the GDP by 47%.
- Clean Energy Transition: Achieving a goal where 60% of the cumulative electric power installed capacity comes from non-fossil fuel-based energy resources.
- Carbon Sink Creation: Creating an additional carbon sink of 3.5 to 4 billion tonnes of CO2 equivalent by expanding forest and tree cover.
Qualitative Goals & Implementation Strategy
- The NDC outlines five distinct qualitative goals, notably promoting sustainable practices through the "LiFE" (Lifestyle for Environment) initiative.
- It emphasizes strengthening climate-resilient adaptation across vulnerable sectors and ensuring a just transition through improved access to capacity-building, technology, and finance.
- The Union Cabinet has explicitly directed that climate financing must prioritize low-cost and long-tenure options to be effective.
- To successfully execute these plans, all relevant government ministries and departments are urged to adopt a "Whole of Government" and "Whole of Society" approach, focusing on cost-effective interventions and strong implementation mechanisms.
