On May 22, 2026, the Council of Scientific and Industrial Research (CSIR) issued an Office Memorandum forwarding critical directives from the Government of India regarding the implementation of the Nasha Mukt Bharat Abhiyaan (NMBA) under the National Action Plan for Drug Demand Reduction (NAPDDR).

Background & Objectives

The Department of Social Justice & Empowerment (DoSJE) is the nodal department for Drug Demand Reduction in the country. The NMBA was launched on August 15, 2020, to prevent substance abuse, with a priority focus on youth, women, and educational institutions. Following the 9th Apex Level Meeting of the Narco-Coordination Centre (NCORD) on January 9, 2026, a clear directive was issued to formulate and implement a time-bound three-year action plan aimed at a measurable reduction in drug demand across India.

Key Action Points & Directives

  • Engagement of Anganwadi Workers: State and UT Departments of Women and Child Development are requested to issue directives to identify and engage Anganwadi Workers (AWW) as "Nasha Mukti Mitra" (NMM).
  • Awareness Drives: NMMs must be integrated into existing awareness campaigns. They are tasked with utilizing the NMBA logo and mascot, as well as promoting the national de-addiction helpline number 14446.
  • Mass Pledges: NMMs and local stakeholders are expected to promote mass pledges (both online and offline) against drug abuse as a grassroots movement.
  • Institutional Compliance: The CSIR Competent Authority has approved forwarding these directives to all CSIR National Labs, Institutes, Headquarters, and Units for information, guidance, and compliance.
