Summary of Amended Guidelines for Consultants & Young Professionals

The Indian Council of Medical Research (ICMR) has issued amended guidelines for the engagement of external professionals to provide time-bound, high-quality services across its Headquarters and Institutes. These engagements are strictly contractual and do not constitute regular employment.


1. Engagement of Consultants

Consultants are engaged in Scientific (Medical/Non-Medical) and Administrative/Finance/Legal streams.

Consultant 8+ Years 40-60 Years ₹80,000 - ₹1,20,000
Senior Consultant 12+ Years 40-70 Years ₹1,00,000 - ₹1,50,000*

*In exceptional cases, Senior Consultant remuneration can go up to ₹1,80,000 with DG approval.

Key Terms for Consultants:

  • Tenure: Initial term is up to 1 year, extendable up to a maximum of 5 years or until age 70.
  • Leave: 1.5 days of paid leave for every completed month of service.
  • Notice Period: Termination requires one month's notice from either side.

2. Engagement of Young Professionals (YP)

Young Professionals provide support in Scientific, Technical, IT, Legal, and Finance streams.

Key Terms for Young Professionals:

  • Tenure: Maximum duration is 3 years (1+1+1 structure).
  • Leave: 8 days of leave per calendar year plus 2 restricted holidays.
  • Annual Increase: Eligible for up to 5% increase in remuneration based on performance.

3. General Provisions

Attendance: Working hours are the same as regular ICMR employees. Unauthorized absence for 8 consecutive days leads to automatic termination.

TA/DA: Admissible for domestic tours as per the specified entitlement for each category.

Confidentiality: All engaged professionals must sign a Non-Disclosure Agreement and comply with the Official Secrets Act.
