The Indian Council of Medical Research (ICMR) has issued a circular regarding the grant of a notional increment to employees who retire on the 30th of June or the 31st of December. This directive is based on the Department of Personnel & Training (DoPT) Office Memorandum dated October 14, 2024, which follows an interim order passed by the Hon'ble Supreme Court on September 6, 2024.

Key Highlights of the Official Circular:

  • Eligibility Criteria: Central Government employees who retire exactly one day before their annual increment becomes due (i.e., those retiring on June 30th or December 31st) are now eligible to receive a notional increment on July 1st or January 1st, respectively.
  • Sole Purpose of Increment: This notional increment is strictly meant to be reckoned only for the purpose of calculating the admissible pension. It cannot be utilized for the calculation of any other pensionary benefits.
  • Required Conditions: To avail of this benefit, the retiring employee must have completed the required qualifying service, demonstrated satisfactory work, and maintained good conduct as of their date of superannuation.
  • Effective Cut-off Dates: Based on the uniform increment dates established by previous pay commissions, the applicable cut-off dates are inferred to be 01-01-2006 (under the 6th Central Pay Commission) and 01-01-2016 (under the 7th Central Pay Commission).
  • Pending Legal Finality: These instructions are issued in compliance with Supreme Court interim orders, and the finalized action will ultimately be subject to the outcome of a Review Petition that is currently pending before the Hon'ble Supreme Court.
