PFRDA Proposes Sweeping Amendments to Subscriber Grievance Redressal Mechanism

On May 21, 2026, the Pension Fund Regulatory and Development Authority (PFRDA) released an Exposure Draft outlining significant amendments to the PFRDA (Redressal of Subscriber Grievance) Regulations, 2015. These proposed changes are designed to ensure that the grievance redressal mechanism remains highly responsive, efficient, and aligned with prevailing best practices across financial sector regulators and the Government of India.

Key Objectives of the Amendment

  • To guarantee the expeditious and time-bound disposal of subscriber grievances.
  • To strengthen adherence to timelines and enhance the overall accountability of entities involved in grievance handling.
  • To ensure greater oversight by the PFRDA at an earlier level of the escalation process.

Major Proposed Changes

The draft introduces several crucial updates to the existing operational framework:

  • Drastically Reduced Timelines: The time allocated for resolving grievances at Level 1, 2, 3, and 4 of the escalation matrix has been sharply reduced to minimize pendency.
  • Restructured Escalation Matrix: The NPS Trust has been removed from Level 2 of the escalation matrix and replaced by the Grievance Cell of the PFRDA. This shift allows for direct and improved regulatory oversight at an earlier stage without altering the primary responsibility of the intermediaries.
  • Ombudsman Update: The "Stipendiary Ombudsman" will be replaced by an "Ombudsman on contract basis" who will be paid a fixed remuneration determined by the Authority.
  • New Documentation: A structured format for filing a Revision Application with The Designated Member, PFRDA, has been newly introduced.
