Overview
This memorandum addresses the ongoing implementation and operational standards for the SPARROW system, specifically for Non-Scientific and Non-Technical Cadres. While the system was introduced in 2022-23 to improve transparency and monitoring, recent audits have identified several procedural lapses.
Identified Issues
- Mapping Errors: Incorrect reporting chains often lead to the assignment of wrong authorities, causing delays particularly when staff retire or transfer.
- Workflow Redundancy: Multiple workflows are being created for the same officer within a single year, leading to system duplication.
- Timeline Delays: General failure to adhere to prescribed deadlines and delays in initiating part-period reports.
- Data Mismatches: Discrepancies exist between SPARROW data and e-office platforms, particularly regarding Aadhaar-linked mobile numbers and emails.
Mandatory Compliance Actions
- Pre-Verification: Authorities must thoroughly verify reporting chains before any PAR generation to avoid cancellation later.
- Continuous Monitoring: Nodal Officers are required to proactively resolve issues when Reporting Officers retire or transfer mid-cycle.
- Unified Contact Data: Staff must ensure their Aadhaar-linked mobile number and email ID are identical across SPARROW, e-office, and i-GOT profiles.
- Legacy Clearance: All pending PARs from 2022-23 onwards are to be reviewed and closed on a priority basis.
