CSIR Directive: Urgent Bulk Updation of Pending Payments on GeM Portal
The Council of Scientific & Industrial Research (CSIR) has issued an urgent directive on May 22, 2026, regarding the bulk updation of payments for goods and services procured through GeM contracts. The Cabinet Secretariat and the Government are strictly monitoring pending payments owed to Micro and Small Enterprises (MSEs) and GeM vendors.
Currently, an alarming amount of outstanding dues is reflecting against CSIR on the GeM portal, which has drawn critical attention. Previously, non-updation of payments has caused buyer accounts to be orange or red-flagged, leading to the rejection of orders and discouraging sellers from participating in bids. To resolve this, CSIR has mandated a strict timeline to clear the backlog.
5-Step Action Plan (Mission Mode)
All CSIR Labs and Units are required to follow this step-by-step procedure to update the payment status:
- Step 1 (Deadline: May 25, 2026): Consignees in Purchase/Admin must generate any pending Consignee Receipt-cum-Acceptance Certificates (CRAC) or SDAC on the GeM portal.
- Step 2 (Deadline: May 26, 2026): The HoD must download the bulk payment status CSV file for the issued CRAC/SDACs.
- Step 3 (Deadline: May 28, 2026): Purchase/Admin must update any deductions (Tax, LD, etc.) and the exact paid amount to the vendor in the downloaded CSV file, then send it to the Head of Finance & Accounts (F&A).
- Step 4 (Deadline: June 1, 2026): The Finance department must update the pending date in the CSV file and send it back to the HoD.
- Step 5 (Deadline: June 2, 2026): The HoD must upload the finalized CSV file back onto the GeM portal for bulk updation.
Crucial Guidelines for a Smooth Update
- Do not alter the header row, file name, or file type of the downloaded CSV document during the update process.
- The updated file must be uploaded on the GeM Portal using the exact same ID from which it was originally downloaded.
- Once uploaded successfully, the payment status will be updated on the portal within 24 hours.
- If there are any errors in the uploaded file, they can be viewed on the same ID, and the file can be rectified and re-uploaded.
Current Pending Dues Overview
Annexures attached to the directive highlight a severe backlog across various CSIR labs. The grand total of pending amounts stands at:
- Products Category: ₹2,156,561,553 due.
- Services Category: ₹274,024,319.9 due.
