Official Update: Cadre Review of Postal Engineering Wing (2026)
The Department of Posts issued an Office Memorandum on May 20, 2026, detailing the comprehensive cadre review of the Postal Engineering Wing, which was formerly known as the Group 'B' & 'C' Posts of the Civil Wing. This major restructuring comes following the official approval of the Hon'ble Finance Minister and the DoPT in April 2026.
Key Highlights of the Restructuring
The approved strength across various streams has seen significant modifications to optimize workload and resources:
- Civil Stream Reductions: The number of sanctioned posts has been scaled back. Executive Engineers (Civil) are reduced from 31 to 24, Assistant Engineers from 145 to 135, and Junior Engineers from 195 to 136.
- Electrical Stream Adjustments: While Executive Engineer posts remain steady at 8, Assistant Engineers have seen a slight increase from 36 to 38. However, Junior Engineer (Electrical) posts have dropped from 71 to 40.
- Abolition of Supporting Trades: Several technical and maintenance roles—including Ferro Printers, Lift Operators, Pump Operators, AC Mechanics, Plumbers, and Carpenters—have had their approved strength reduced to zero.
- MTS & Administrative Overhaul: The Multi-Tasking Staff (MTS) strength has been drastically cut from 642 to 259. Additionally, Driver services may potentially be outsourced in the future.
Future Operational Conditions
- P&T BWS Declared a Dying Service: Reaffirming previous decisions, the P&T Building Works Service (BWS) will see no new recruitment and will be phased out entirely as current incumbents reach superannuation.
- Transition to CPWD: The Department of Posts will continue negotiations to completely transfer the functions of the Postal Engineering Wing over to the Central Public Works Department (CPWD). If the CPWD takes over, the supporting staff will be adjusted or transferred accordingly based on their specific requirements.
- Revised Recruitment Rules: The Recruitment Rules (RRs) for the revised posts will be revisited following established DoPT guidelines, including adding provisions for deputation to address any potential vacancy issues.
