Addendum to Guidelines for Compilation of Union Government Finance Accounts (2025-26)

Document Summary

The Ministry of Finance, Department of Expenditure, through the Office of the Controller General of Accounts, has released an official addendum on May 26, 2026. This memorandum provides updated guidelines for submitting materials to compile the Union Government Finance Accounts for the 2025-26 fiscal year.

Key Highlights:

  • Journal Entries Tracking: Any changes made to financial statements due to Journal Entries must be reported to the office, along with the proposed entries themselves. Authorities must provide detailed justifications in e-lekha and include all supporting documents with the hard copy of the Journal Entry.
  • Transfer Entries Extension: Ministries and Departments are allowed to use Transfer Entries below the minor head level up until the submission of the Supplementary II Accounts.
  • Impact on Financial Statements: Making Transfer Entries below the minor head level can directly impact key Financial Statements, such as the Accounting and Classification of Grants-in-aid (Appendix to Statement No.9).
  • Mandatory Revisions: If any Transfer Entries made after the SCT submission affect previously furnished data, the respective Ministries or Departments are required to submit revised Financial Statements.
