Executive Summary
The Unique Identification Authority of India (UIDAI) has officially notified the Aadhaar (Enrolment and Update) First Amendment Regulations, 2026. These regulations, effective from the date of publication, introduce a revised Schedule II, which streamlines the list of acceptable documents for Aadhaar enrolment and updates across various age groups and residency statuses.
Key Amendment Highlights
1. Age-Specific Documentation
The amendment categorizes document requirements into four distinct lists based on age and purpose:
- List I: Children up to 5 years.
- List II: Individuals aged 5 to 18 years.
- List III: Adults 18 years and above.
- List IV: General updates for all age groups.
2. Strict Date of Birth (DOB) Rules
For residents under 18 whose DOB is currently "declared" or "approximate," a Birth Certificate is now mandatory for updates. NRIs under 18 may also use an Indian Passport.
3. Foreign Nationals & OCIs
Specific validity periods are defined: 10 years for OCI cardholders and nationals of Nepal/Bhutan. For other foreign nationals, Aadhaar validity is tied to their Visa or Residential Permit.
