1. Timely Response and Communication
- Acknowledgment: Every communication from an MP or the public must be acknowledged within 15 days.

- Interim Replies: If a delay is anticipated or information is needed from another department, an interim reply must be sent within 15 days of receipt, stating a possible final date.
- Signature Authority: Letters to Ministers should ideally be replied to by the Minister; policy matters should be handled by an officer no lower than the rank of Under Secretary.
2. Professional Etiquette and Conduct
Public officials are expected to maintain the highest standards of courtesy. Key behavioral requirements include:
- Personal Interaction: Officers must rise to receive and see off an MP visiting them.
- Responsiveness: Telephonic messages, SMS, and emails on official devices must be returned promptly and with priority.
- Language: If an MP writes in English and the reply is in Hindi, an English translation must be provided for the convenience of members from non-Hindi speaking areas.
3. Public Functions and Meetings
Proper protocol must be followed during government-organized events to reflect the MP's status in the Warrant of Precedence:
- Invitations: Local MPs must invariably be invited to all public functions organized by government offices in their constituency.
- Seating: Comfortable and appropriate seating on the dais must be arranged, noting that MPs appear above officers of the rank of Secretary to the Government of India.
- Advance Notice: Sufficient notice regarding the date, time, and venue of meetings must be provided via speedier communication methods.
4. Parliamentary Committees
The Ministry of Home Affairs has highlighted that obstructing or failing to provide information to Parliamentary Committees is viewed with serious concern. Delays or non-responsiveness may be treated as contempt of Parliament. Senior officials are directed to institute stringent mechanisms to ensure timely cooperation.
5. Prohibitions and Penalties
- Political Influence: Government servants are strictly prohibited from approaching MPs or MLAs to sponsor their individual cases (such as transfers or promotions). This is a violation of Conduct Rules.
- Consequences: Any established violation of these guidelines will render the official liable for punishment under the relevant All India Services or CCS Conduct Rules.
