Key Guidelines & Disbursement Procedures

  • Eligibility: The memorandum details the process for granting Fixed Medical Allowance (FMA) to pensioners and family pensioners covered under the National Pension System (NPS).
  • Disbursement Method: FMA payments will be handled by Pension Disbursing Banks through their Central Pension Processing Centres (CPPCs).
  • Automatic Payments: The process is designed to be automatic; beneficiaries do not need to submit individual bills for FMA.
  • Quarterly Credits: CPPCs will credit the allowance directly to bank accounts on a quarterly basis, following rates notified by DoP&PW.
  • Mandatory Life Certificate: To continue receiving payments, beneficiaries must submit a physical or digital life certificate every year in November.
  • Payment Schedule: FMA for September through November is paid in the first week of December, provided the life certificate has been submitted.
  • Transfer of Accounts: Procedures for transferring accounts between branches or banks will follow existing CPAO scheme booklets.
  • Death of Beneficiary: If a spouse/family member is listed in the FMA authority, they may apply for disbursement with a death certificate. If not listed, a fresh authority must be requested from the Head of Office.
