EPFO Clarification: DEO Cadre Promotions
Introduction
The Employees' Provident Fund Organisation (EPFO), under the Ministry of Labour & Employment, has issued a clarification regarding promotions within the Data Entry Operator (DEO) cadre. This follows the 230th meeting of the Central Board of Trustees (CBT) and subsequent instructions from the Head Office regarding the sanctioned strength of DEO Grades A, B, and C.
Key Clarifications on Fitment and Promotion
- One-Time Initial Fitment: The "one-time initial fitment on a notional basis" provided under the 2006 Amendment Recruitment Rules is strictly a one-time measure. It does not entitle officials to repeated or subsequent retrospective benefits.
- Prospective Promotions: In accordance with DoP&T guidelines, promotions must generally be prospective, taking effect from the date the official assumes charge or the date the panel is valid, whichever is later.
- Uniformity in Implementation: Where an official has already received the "initial fitment" benefit, no further notional or retrospective promotion is admissible. Subsequent movements (e.g., from Grade B to Grade C) must follow standard Recruitment Rules.
Directives for Field Offices
All Zonal and Regional Offices have been directed to review promotions within the DEO cadre to ensure:
- Promotions are regulated strictly per the Recruitment Rules and initial fitment provisions.
- Promotions are only granted against duly sanctioned and available vacancies.
- Any retrospective promotions granted outside the specific "initial fitment" provisions must be reviewed and corrected immediately, with reports sent to the Head Office.
These instructions, issued with the approval of the Competent Authority, aim to ensure consistency and uniformity across all EPFO field offices.
