Overview

The Government of India is transitioning to a full-scale digital environment for the processing of claims, sanctions, and bills through the Public Financial Management System (PFMS). This initiative aims to replace physical documentation with digital records, including e-claims and digital supporting documents.

Key Provisions

  • Digital Records: The entire process will now be executed via electronic records (e-sanctions and e-bills), removing the need for physical papers.
  • Consistency: There is no change to the current procedures regarding payment, accounting, or reconciliation.
  • Implementation: RPR-34 (Grant-in-Aid Bills) became operational on April 1, 2026.

Phased Implementation Schedule

Implementation Period Covered RPR Claim-Cum-Bill Forms
January 2026 Pay Bills, GeM Purchases, Refunds of Revenue/Deposits, and Contingency Fund withdrawals.
April 2026 Grant-in-Aid, Subsidy, Loans, Personal Claims (Newspaper, LTC, Medical, etc.), and TA claims.
July 2026 Medical Reimbursements (CGHS) and Contingent Bills/Advances.
Oct 2026 - Jan 2027 House Building/Computer Advances, CGEGIS, NPS NIL Bills, GPF/CPF payments, and Retirement Benefits.
