1. Revision of Dearness Relief (DR) for Pensioners

Effective from January 1, 2026, the Central Government has approved an additional installment of Dearness Relief for its pensioners.

  • The DR rate has been enhanced from 58% to 60% of the basic pension or family pension.
  • This revision applies to All India Service, Railway, and Armed Forces pensioners, as well as civilian pensioners.
  • Payments involving fractions of a rupee will be rounded off to the next higher rupee.

2. Empowerment Measures under the PoSH Act

Following a study visit by the Parliamentary Standing Committee on the Empowerment of Women (PCEOW) to CSIR-NCL Pune, new directives have been issued to enhance workplace safety and awareness.

  • CSIR Labs must organize dedicated awareness sessions for vulnerable groups, specifically contractual and cleaning staff.
  • To ensure the information is accessible, these sessions must be conducted in the local language.
  • These special sessions are scheduled to be held in May 2026, coinciding with Labour Day.

3. National Importance Events: Contests and Activities

The Ministry of Defence, in collaboration with MyGov, My Bharat, and All India Radio, is organizing various activities for Independence Day 2026.

  • All CSIR units are encouraged to link their internal contests to the Independence Day Ceremony-2026 theme.
  • Sh. Sanjay Kumar (Sr. Deputy Secretary/HR-II) has been appointed as the Nodal Officer to coordinate these details with the Ministry.
  • The deadline for sharing event details with the Ministry of Defence is May 31, 2026.

4. Clarification on Recruitment & Vacancy Timelines

CSIR has provided clarification regarding appointment offers for posts that remain vacant for extended periods.

  • If an offer was made within five years but the candidate rejected it, and the post subsequently remains vacant for more than five years, specific protocols apply.
  • The Department of Expenditure (DoE) has clarified that formal approval for revival is required before filling any post that has been vacant for over five years.
