The Council of Scientific & Industrial Research (CSIR) has reiterated the established provisions regarding sabbatical leave for its scientists within India and abroad. The updated directive emphasizes the delegation of approval power to the Directors of individual National Laboratories and Institutes to streamline the process.
Authority and Delegation
- Sabbatical Leave Abroad: Lab Directors are empowered to sanction sabbatical leave abroad for scientists up to the level of Scientist F (Senior Principal Scientist). These sanctions must comply with the terms and conditions outlined in the CSIR Foreign Deputation Guidelines (CSIR-FDG) 1996 and subsequent amendments.
- Sabbatical Leave in India: For sabbatical leave taken within the country, Lab Directors hold the full power to approve requests for all scientific staff levels.
Strategic Objectives
CSIR aims to use these provisions to foster external collaborations and professional growth:
- External Engagement: Directors are encouraged to actively promote scientist visits to academic institutions and industries during their sabbatical.
- Proactive Identification: Laboratory leadership is encouraged to proactively identify ongoing research collaborations where a sabbatical exchange would be productive, rather than waiting for formal applications.
Administrative Compliance
Per the regulations established in March 2005, the following administrative protocols remain mandatory:
- Reporting Structure: Individual Labs must forward a monthly report detailing all visits and leaves cleared by the Director to the Director General (DG), CSIR.
- Additional Scopes: The delegated authority also applies to other professional assignments, including prestigious fellowships, study leave abroad, and oceanographic cruises for scientists up to the level of Scientist F.
