Proposed Amendment to Recruitment Rules: Dy. CAA&A

The Department of Economic Affairs has released a proposal to amend the Recruitment Rules (RRs) for the post of Deputy Controller of Aid, Accounts and Audit (Dy. CAA&A). This memorandum invites feedback from all stakeholders regarding several significant changes to the structural and promotional framework of the position.
Summary of Proposed Changes
- Restructuring of Post Strength: The total number of posts is proposed to be reduced from 103 (as of 2019) to just 2. This follows the creation of a higher-level Director post (Level-13) and the abolition of several junior positions to streamline the division.
- Accelerated Promotion: The qualifying service period for promotion from Junior Accounts Officer (Level-8) to the Deputy Controller grade (Level-11) is set to be reduced from 12 years down to 8 years.
- UPSC Consultation Exemption: In line with updated government directives, consultation with the Union Public Service Commission (UPSC) for recruitment to this post is no longer required.
- Committee Updates: The composition of the Departmental Promotion Committee (DPC) and the Departmental Confirmation Committee has been revised to reflect the removal of the requirement for a UPSC member.
