Subject: Withdrawal of recognition to the Central Secretariat Club - reg.
The Central Secretariat Club (CSC), established in 1919, is a registered society operating from 7-10, Park Street, Talkatora Road, New Delhi, on 2.8-acre Union Government-owned land. Its membership consists of approximately 650 serving and retired central government employees.
Key Issues Leading to De-recognition:
- Governance Failure: The Executive Committee (EC) term ended on July 13, 2025, and no new elections were held despite repeated instructions from the DoPT. As of July 14, 2025, no office bearer retains legal authority to operate the Club.
- Serious Misconduct: Reports indicate internal fights, denial of CCTV access to DoPT members, and disrespectful behavior toward nominated officials.
- Illegal Activities: Issues reported include an unauthorized canteen, illegal card gambling, and the death of a retired employee while consuming alcohol on the premises.
- Restrictive Membership: The EC has been accused of deliberately keeping membership small to maintain a monopoly, defeating the Club’s purpose of serving the larger interest of government staff.
Official Order
In light of these constant violations and the absence of a legally constituted management committee, the Competent Authority has decided to revoke the recognition of the Central Secretariat Club with immediate effect.
The Directorate of Estates has been requested to initiate eviction proceedings as per procedure.
