The Department of Posts has officially released the updated Work Study Report and revised norms for Head Post Offices (HOs) and Sub-Post Offices (SOs). Dated March 27, 2026, these norms reflect the operational realities of the APT 2.0 environment.

A major highlight of this revision is the provision for Standard Co-efficients to account for miscellaneous administrative work that cannot be precisely timed:
- Head Post Offices (HOs): 15% allowance.
- Sub-Post Offices (SOs): 10% allowance.
- Branch Post Offices (BOs): Norms for BOs will be issued separately.

The norms were established following a scientific field study of 18 HOs and 36 BOs. The objectives included:
- Creating a comprehensive job list for all HO and BO activities.
- Recording actual time factors via direct field observation.
- Standardizing time by excluding outliers and calculating mean values.

- Deceased Claim Case: 133 seconds (System) + 485 seconds (Manual) for cases without nomination.
Postman & Delivery Management
- Opening Speed Post Bag: 17 seconds.
- Scanning Speed Post Item: 4 seconds.
- Window Delivery (Item/eMO): 79 seconds (System) + 56 seconds (Manual).
Philately Branch
- Sale of "My Stamp": 76 seconds (System) + 226 seconds (Manual) for a total of 302 seconds per sheet.
- Issuance to PDA Holder: 108 seconds (System) + 306 seconds (Manual).

The study notes that transaction times vary based on network stability, infrastructure, and transaction complexity. These norms provide a data-backed foundation for future establishment reviews and manpower deployment.
