Guidelines for APAR Recording: 2025-26 Cycle

Staying on top of your Annual Performance Appraisal Report (APAR) is more than just a box-ticking exercise—it is the foundation for your career growth, promotions, and future deputations. The Ministry of Finance has released the official schedule for SrAOs and AAOs within the CCAS Cadre for the upcoming 2025-26 reporting year.

Key Procedural Requirements

  • Initiation: The PAR Custodian in your respective Principal Accounts Office is responsible for starting the process at the beginning of the cycle.
  • Self-Appraisal: It is mandatory for the Officer Reported Upon (ORU) to submit their self-appraisal within the established deadlines.
  • Automatic Progression: If you miss the deadline for self-appraisal, the Custodian will "force forward" the report to the Reporting Officer, who will then grade you based on their own observations of your work and conduct.
  • Physical Records: While the system is digital, field offices are still required to send hard copies of the finalized SPARROW-generated APARs to the HR-2 Section at the O/o CGA for official dossiers.
Note for Officers on Deputation: If you are currently on deputation, you must coordinate with your parent office to ensure your APAR is moved through the SPARROW system correctly.

The 2025-26 Time Schedule

Adhering to these dates is critical to ensure your appraisal is completed in a time-bound manner.

Internal Oversight

To ensure this process doesn't hit any snags, large Departments are advised to designate an ICAS officer (at least the rank of Deputy CA) to monitor the timely completion of these activities.
