The Directorate General of CGHS has issued a critical update regarding the Memorandum of Agreement (MoA) for existing empanelled Health Care Organisations (HCOs). Due to technical challenges and operational hurdles encountered with the new HEM 2.0 digital portal, the government has officially extended the compliance timeline.

Key Highlights:

  • New Deadline: The deadline to execute the MoA has been extended from 31st March 2026 to 30th April 2026.
  • Reason for Extension: Hardships and technical impediments related to the rollout of the HEM 2.0 end-to-end digital portal.
  • Final Warning: This is a final extension; no further time will be granted beyond 30th April 2026.
  • Consequences of Non-Compliance: HCOs failing to submit fresh applications by the new date will be de-empanelled from the Transaction Management System (TMS 2.0) effective 1st May 2026.
  • Eligibility: De-empanelled hospitals will not be eligible to treat CGHS beneficiaries at CGHS rates, and no claims for treatments after 1st May 2026 will be entertained.

Action Required by HCOs:

  • Immediately finalize and submit fresh applications through the HEM 2.0 Portal.
  • Ensure HFR/HPR registrations and certificate renewals are complete.
  • For HFR ID approval issues, HCOs should contact their respective State ABDM nodal officers directly.
