The Council of Scientific & Industrial Research (CSIR) has issued a new Office Memorandum regarding the career progression and recruitment of its Rajbhasha staff. This update follows ongoing legal proceedings that impact the administrative handling of Hindi-related posts within the organization.

Legal Context: CSIR vs. Vani Sathyanarayan & Ors.

The core of this administrative decision lies in the case of CSIR vs. Vani Sathyanarayan & Ors.. Following an order from the Hon'ble Central Administrative Tribunal (CAT), Principal Bench, dated April 18, 2023, the matter is currently sub judice before the Hon'ble High Court of Delhi.

The litigation specifically concerns the granting of Central Secretariat Official Language Services (CSOLS) pay scales to the Rajbhasha staff working within CSIR.

Administrative Decision on Abeyance

In consultation with the Integrated Finance Division (IFD), CSIR has decided that until a final decision is reached by the Competent Authority or the High Court, the following actions are kept in abeyance:
  • Recruitment: All recruitment processes for the position of Hindi Officer.
  • Promotions: Promotions for Hindi Posts across all levels within CSIR.
