Executive Overview
The Council of Scientific & Industrial Research (CSIR) has officially communicated a revision in the format of Online Quarterly/Annual Performance Reports (QPR). This update follows the Central Vigilance Commission (CVC) Circular No. 03/03/2026, aimed at aligning reporting with current monitoring priorities and removing redundancies.
Key Deadlines for Submission
To ensure timely consolidation and submission to the CVC, the following timelines must be strictly followed:

| National Labs/Institutes to CSIR CVO | By the 5th day of the month succeeding each quarter. |
| Chief Vigilance Officers (CVOs) to CVC | By the 15th day of the month following the quarter (April, July, Oct, Jan). |

Major Changes in the Reporting Format
The revised format introduces several new parameters and streamlined reporting mechanisms:
- Preventive Vigilance: Includes a uniform format for reporting systemic improvements and preventive measures.
- PIDPI Mechanism: A new reporting section for Designated Authorities (CVOs of Ministries/Departments) under the PIDPI Resolution has been added.
- Lokpal References: Reporting of Lokpal references is now included in Part B of the QPR to ensure time-bound handling.
- Online Portal: The revised module is accessible via the CVC website (www.cvc.gov.in) under the "CVO’s Corner" using existing credentials.
Core Reporting Categories
The online application now spans several critical vigilance areas, including:
- Complaints: Tracking Non-PIDPI and PIDPI complaints with specific timelines (2 months for NA/Non-CVC, 3 months for I&R).
- Vigilance Investigations: Monitoring reports from Investigating Officers and cases involving officers nearing retirement.
- Departmental Proceedings: Detailed tracking of Major and Minor penalty cases pending with Inquiry Officers or Disciplinary Authorities.
- CVC/CVO Advice: Monitoring the action taken on various stages of advice and reporting any deviations.
- Punitive and Preventive Measures: Age-wise data on punishments awarded and details of inspections (periodic/surprise).
