Clarification on Rule 10 Applicability

The Council of Scientific and Industrial Research (CSIR) has issued an Office Memorandum dated 24th March 2026 regarding the applicability of Rule 10 of the CCS (Implementation of NPS) Rules, 2021. This follows a review by the Department of Expenditure, Ministry of Finance.

Key Decision & Clarification

The Department of Expenditure has denied the request for ex-post facto approval/concurrence for implementing Rule 10 in respect of CSIR employees.
  • Status of Employees: It has been clarified that employees of Central Autonomous Bodies (CABs), such as CSIR, are not "Central Government employees" per se.
  • Automatic Application: Rules specifically applicable to Central Government employees do not apply to autonomous body employees directly or automatically.
  • Scope of Rule 10: Rule 10, which relates to benefits in cases of death, disability, or invalidation, is specifically designed only for Central Government employees under the CCS (INPS) Rules, 2021.
  • Implementation: Based on these findings, the proposal for implementing these specific benefits for CSIR staff was found to be not feasible.
